The MOU on localization of biological materials established to implement the Nagoya Protocol 

National Institute of Biological Resources (NIBR) under the Ministry of Environment and National Institute of Horticultural and Herbal Science (NIHHS) under the Rural Development Administration established a Memorandum of Understanding with 3 biotech companies, 3 local farmers, and Korea Biotechnology Industry Organization (KoreaBio) in implementing the Nagoya Protocol on access and benefit sharing (ABS). The MOU ceremony was held in aT Center, Seoul on 2 November 2020. 

Under the MOU, the biotech companies will focus on the development of products derived from Korean cultivate plants in a long-term perspective together with the local farmers that provide qualified and stable indigenous plants including Saliva miltiorrhiza, Centella asiatica, and Panax ginseng sprouts.  

NIBR will establish a support mechanism that can help both biotech companies and local farmers by providing information on utilization of Korean and foreign biological materials. 

NIHHS will develop and distribute plant breeding technologies to local farmers so that they can meet the qualification standards. 

KoreaBio will contribute to facilitating cooperation by connecting companies that seek biological materials provided domestically with local farmers that meet the companies’ needs.   

Since the entry into force of the Nagoya Protocol in October 2014, Korean biotech companies have faced implementation challenges in sourcing foreign biological resources and strived for localization of essential materials. However, the lack of information on applicable local farmers remains unsolved. 

According to the recent survey on “Current status of Korean biotech companies that use biological materials” conducted by NIBR, 48.5% were the companies that use foreign biological resources. Of which 31.3% said they want domestic biological materials as an alternative. 

Accordingly, NIBR, NIHHS, KoreaBio will establish a list of key biological materials that Korean companies need and material suppliers such as local farmers. The information will be uploaded on the website of Genetic Resources Information Center (www.abs.go.kr).
